Drop down menu with addresses and save draft orders on customers account?

Hi, some of my customers have different addresses under one account and I was wondering if there's a way to have a drop down menu that pulls up their addresses so when they submit their purchase order I can also see which address they need the order for?

Also, when a customer places a purchase order, all the items stay in their cart so if they want to place a second purchase order they have to manually delete each product before they can place a second order. This gets out of control if the customer adds 20-30+ items per cart.
Is there a way the cart can be cleared after submitting the purchase order? and a way the customers can see their previous purchase orders?

In the settings, there is an option to request a shipping address for the PO. This address will be used as the shipping address for the Draft order when created.
There is also an option to clear the cart after a PO has been requested. Once a PO is requested successfully, all items will automatically be removed from the cart.
