Default public notes text

On the settings page, add a box to enter ‘default public notes’. All new quotes (either entered from the website, or from the Quick Quote screen) would have this default text in the public notes section.
Example of use: “Freight charge waived on all orders $2000 and above. A late fee of 2% per month will be applied to past due balances. Prices are subject to change at any time without notice.”
It would be nice to have it default text, instead of putting into the email template -- so we can easily see and modify on an individual quote when needed.

A default public notes field has been added to the settings page.
When a new quote is requested by a customer or manually created through the admin the default public notes will automatically be inserted into the quote's public notes field.
